The Ministry of Science & Technology has formally declared to start-up "State Semiconductor Illumination Project" on conference call on June 17, 2003. A coordinator team set up subsequently joined by the Ministry of Construction, the Ministry of Information Industry, Chinese Academy of Science, the Ministry Of Education., etc. Mr. Li Jian, the director of high-tech Department, hosted the conference.

The director of Jiangsu Science & Technology Department Mr. Wang Yongshun announced that "Semiconductor Illumination Project", Jiangsu Base should be headed by Allray team for their experiences and key technologies obtained from the USA and intellectual property held. Jiangsu Allray Inc. will be the first base demonstrating mass production capability and take the lead in this area.
